Biography
Mr. Alex KWAN is the Executive Director (Engineering & Technology) of the Airport Authority Hong Kong. He holds a Master of Science degree in Environmental Engineering (with Distinction) from the Imperial College, London and a Bachelor of Science degree in Civil Engineering from the University of Hong Kong. He is a Fellow of the Hong Kong Institution of Engineers.
Mr. KWAN has more than 30 years’ experience in the planning, design and project management of large-scale transportation and civil infrastructure projects across Asia and North America. Before joining the Airport Authority, he was the Chief Executive of AECOM Greater China. He also served at the Civil Engineering Services Department of the Hong Kong Government and took up senior positions in major consulting companies locally and overseas.
Presentation: Digital Twin - Path to A Smarter Airport for Hong Kong
Abstract
Hong Kong International Airport rolled out its Smart Airport vision in 2016. The primary objective is to apply innovation and technology to create a more enjoyable and memorable experience for the passengers and more efficient operating environment for the airport as a whole. One of the key enabling technologies to realise the smart airport vision is digital twin, a virtual 3D and dynamic representation of the whole airport. The vision of the digital twin is to facilitate holistic airport management and predictive decision making. The digital twin consists of a data-rich 3D model by integrating GIS, BIM and airport asset management system layered with IoT, simulation models and other applications. Its application covers design, construction, operation and maintenance for the full asset life cycle. This presentation will discuss the goals and the latest developments in digital twin technologies for the Hong Kong International Airport, in particular how Internet of things are applied to give life to the digital twin technologies with sensing and analyzing capabilities.
Mr. Thomas CHAN
Director of Lands Department, the Government of the Hong Kong Special Administrative Region
Biography
Thomas Chan has been the Director of Lands of the HKSAR Government since 1 July 2017. The Lands Department is responsible for land administration, land management, and land survey and mapping in Hong Kong. The Land Administration Office of the Department is responsible for land disposal and acquisition, valuation of land and properties for various purposes, lease enforcement, land and squatter control. The Survey and Mapping Office of the Department is the official land survey and mapping agency for Hong Kong in charge of maintaining the geodetic survey control network and the satellite positioning reference station network, carrying out land boundary surveys and aerial surveys, and producing maps in both paper and digital forms for Hong Kong. The Department is a key partner in taking forward the Government’s initiative to develop a Common Spatial Data Infrastructure by 2023 as part of the supporting framework to build Hong Kong into a world-class Smart City.
Thomas Chan joined the Government in 1991 as a generalist administrative officer and has served in various bureaux and departments covering a wide range of public policy areas including planning and land, health, civil service management and district administration. He also served as the Deputy Representative of the Hong Kong SAR to the World Trade Organization from 2001 to 2006.
Presentation: Spatial Data Sharing as a Smart City Infrastructure
Abstract
Mr. Thomas Chan will share his vision of how spatial data could serve as an infrastructure of a modern city similar to the water mains, electricity and gas utilities and road infrastructures. To support government's open data initiatives, Lands Department has opened up spatial data and land information for public use; the recent releases of vacant government sites for greening/community uses and short term tenancy sites data on the Hong Kong GeoInfo Map, geo-tagging of government open data on the Hong Kong GeoData Store and launching of the Map API for government services are examples of spatial data sharing on the web map platform. Mr. Chan will further introduce the proposal and benefits of developing a Common Spatial Data Infrastructure (CSDI) to support informed decision making of a smart government and smart citizens.
Dr. Jacob KAM Chak-pui
Managing Director of Operations and Mainland Business of MTR Corporations Limited
Biography
Dr. Kam joined the Company in 1995 and had held various management positions in Operations, Projects and China & International Business Divisions. He was the Operations Director between January 2011 and April 2016. Dr Kam has been the Managing Director - Operations and Mainland Business since 1 May 2016 and a Member of the Executive Directorate since January 2011. He is responsible for overseeing the Company’s transport operations in Hong Kong and its rail and property businesses in the Mainland of China. In addition, Dr Kam is responsible for overseeing railway operations standards and ensuring mutual learning of best practices among all the Company’s railway operations globally. Since August 2018, he is also overseeing the management of the Company’s Project Division in delivering projects work.
He qualified as a chartered engineer in the United Kingdom in 1989. Dr Kam is a vice-president and a chartered fellow of The Chartered Institute of Logistics and Transport in Hong Kong, and a chartered fellow of The Institution of Occupational Safety and Health in the United Kingdom. He is also a corporate member of both the Institution of Mechanical Engineers in the United Kingdom and The Hong Kong Institution of Engineers. Dr Kam is the chairman of the Regional and Suburban Railways Assembly of the International Association of Public Transport (UITP), a council member of Vocational Training Council, a member of Hong Kong Quality Assurance Agency Governing Council and a member of the Board of Directors of The Community Chest of Hong Kong.
He holds a Bachelor of Science degree in Civil Engineering from the University of Southampton, and a doctoral degree in Mechanical Engineering from the University of London (University College London), both in the United Kingdom.

Herman Lam is Managing Director of Cisco Hong Kong and Macau, responsible for overseeing the company’s strategy and field sales operations in these markets. Herman heads the Hong Kong and Macau sales teams to lead customers in different industries along their digital transformation journey by providing them with well-tested practices based on Cisco’s market-leading innovations in networking, cloud, data center, security, IoT and collaboration. As an industry veteran as well as an innovative leader with proven managerial experience, Herman brings added depth and valuable insights to Cisco Hong Kong and Macau with his strong business, government and community network.
Prior to joining Cisco, Herman was CEO of Hong Kong Cyberport Management Company Limited, and before that, he was General Manager of Microsoft Hong Kong Limited.
Herman is committed to driving the development of and nurturing talents for the local IT industry. Biography
Ms Ada FUNG Yin-suen, BBS, is an architect by profession. She is an active member in the architectural field as well as in the construction industry in Hong Kong. She is now the Director of the World Green Building Council (WorldGBC) and the Hong Kong Green Building Council (HKGBC).
In her career as Deputy Director of Housing until end 2017, she has supervised the Development & Construction Division of the Housing Department, overseeing all facets of public housing development work in Hong Kong. Her duties cover overseeing project management, planning, design and contract management, as well as establishing operational policies on procurement, design, construction, quality, performance assessment, dispute resolution, research and development, safety and the environment. She also promotes partnering, value management, risk management, ethical integrity, site safety, corporate social responsibility, sustainable development, community engagement, green building and Building Information Modeling and product certification in the industry.
She is the Past President of the Hong Kong Institute of Architects (2013 - 2014), past Chairperson of the APEC Architect Monitoring Committee of Hong Kong (2012/13 - 2015/16), and past Chairperson of the Architects Registration Board (2010/11 - 2011/12). She is Chairperson of the Committee on Building Information Modeling, and Past Chairperson of the Committee on Construction Safety (2016 & 2017) of the Construction Industry Council of Hong Kong. She is the President of the Lighthouse Club (HK).

Biography
Ir Prof Philip CHUNG is a deputy head of the Geotechnical Engineering Office of the HKSAR Government. He has been working in the engineering field for more than 30 years. He is also an honorary professor of the Department of Earth Sciences of HKU and has been teaching MSc courses in this University since 2000.
Presentation: A Government GIS-based Common Operational picture for sharing of emergency information
Abstract
Different types of natural hazards could occur at the same time. The HKSAR Government’s Interdepartmental Task Force on Emergency Preparedness, set up in October 2014 and led by Development Bureau, examines the potential impact of multiple hazards arising from extreme weather events. The Task Force is creating a GIS-enabled Common Operational Picture to enhance the emergency information sharing and support mechanism for dealing with multiple hazards. This IT platform could provide a timely overall picture of emergency situations, which will greatly improve the situational awareness across relevant departments and facilitate decision-making and coordination of emergency response.

Biography
Dr. Jack Cheng is currently an Associate Professor in Department of Civil and Environmental Engineering, Director of RFID Center, and Associate Director of GREAT Smart Cities Center at the Hong Kong University of Science and Technology (HKUST). He obtained his Bachelor degree with First Class Honors and his MPhil degree from HKUST, and then obtained his PhD degree from Stanford University. His research interests include BIM, 3D GIS, Internet of Things (IoT), computer vision, machine learning and big data, construction informatics and management, green buildings, sustainable construction, and smart city. He is currently the Chair of American Society of Civil Engineers (ASCE) Global Center of Excellence for Computing, Chairman of Autodesk Industry Advisory Board (AIAB), Chairman of Hong Kong Construction Industry Council BIM Standards Task Force, Council Member of Global BIM Center of Excellence, Director of ASCE Hong Kong Section, Editor of Visualization in Engineering, and Editorial Board Member of Automation in Construction. He is a Professional Member of Hong Kong Institute of Building Information Modeling (HKIBIM), and a Certified Carbon Auditor Professional (CAP). He has received the Young BIMer of the Year BIM Excellence Award 2014 from the Hong Kong Construction Industry Council, and a few paper awards in international conferences. Ir Dr Lee Kar Yun is currently the Chief of Operations Engineering responsible for directing all engineering services in enhancing asset worth to business and ensuring that whole life-cycle asset management and renewal meets safety, business and customer requirements. He has over 32 years of railway systems maintenance, design and engineering experience, and is also an active railway system researcher, particularly on using sensors to monitor performance of equipment. He is now the Co-investigator of the "Smart Railway Sensor Networks" research project run by the Hong Kong Polytechnic University, and holds several patents on fiber optic sensor inventions for railway applications. He is specialized in Foresight-Driven Asset Management, Systems & Operation Assurance, Smart Railway Development and Predictive & Prescriptive Maintenance using Big Data Analytics.

Abstract
Railway remains the backbone of the public transportation system in Hong Kong. which is becoming a smart city. The development of smart railway transportation must focus on the provision of total smart journey information and truly seamless integrated inter-modal connectivity solutions with value-added travel experiences for customers locally and internationally, and the building of smart communities along the railway network. MTR, as the railway operator and integrator, has a critical role to play in providing smart, green and resilient railway infrastructure to meet the foresighted Smart Mobility needs. The presentation will share MTR’s smart journey in inventing the future of smart railway performance with emphasis on smart railway asset digitalization management.

Mr. Liu is the Chief Town Planner/Information Systems and Land Supply, Planning Department. He has two master degrees, one in Urban Planning and the other one in GIS. He has corporate membership of RTPI and HKIP. Also, he is a Visiting Lecturer at the Department of Land Surveying and Geo-informatics, Hong Kong Polytechnic University.

Biography
Mr. CHAN is the Assistant Director/ Survey and Mapping (Acting) of the Survey and Mapping Office of the Lands Department of the HKSAR Government. The Survey and Mapping Office is the central authority for land surveys and mapping in Hong Kong.
Mr. CHAN is a geomatics surveyor specialized in geographical information system (GIS) and geodetic survey. He was pioneering in deploying Internet map technology for applications in Hong Kong in the 1990’s, the use of NTRIP (Networked Transport of RTCM via Internet Protocol) for the dissemination of the GPS correctional signals of the Hong Kong Satellite Positioning Reference Station Network (SatRef) in the 2000’s, use of mobile mapping system technology for street-view GIS applications in early 2010’s and participating in the integration of Building Information Modelling and GIS for 3D mapping in recent years.
Presentation: 3D Mapping Development
Abstract
Lands Department is the official mapping authority in Hong Kong. Mr. Ben Chan will share the current work and the implementation plan on 3D mapping for the whole territory of Hong Kong. Lands Department has been providing the 3D Spatial Data for public use for over a decade. Mr Chan will highlight how the 3D Spatial Data could be integrated with the Building Information Modelling (BIM) data to facilitate the BIM/GIS applications in construction industry and infrastructure developments. He will further introduce the design and update the progress of 3D mapping in 3 stages, viz. 3D visualisation, 3D spatial unit for multiple-purposes application and true 3D map for the smart city. Technical challenges ahead in creating the 3D map for Hong Kong would require collaborations from the government, industry, academia and research institutes.

Biography
Bruce Chong is an Associate Director at Arup Management Consulting, focusing on formulating strategic approach on resources efficiency, green infrastructure, smart and resilient city planning. He is the Skill Leader of Resilience City and Sustainable Infrastructure Design Leader in East Asia region of Arup, working on master-planning, strategic resources planning and building projects in Hong Kong, China and other South-East Asian countries.
Bruce is the project manager of a few high profile projects including the smart city district plan for Kowloon East – the first pilot area to explore the feasibility of developing a Smart City in Hong Kong, as well as waste management related projects such as study on planning of future waste infrastructure facilities in Hong Kong, and study on land Requirement for supporting the waste recycling industry. Recently, he has worked on a research project with Ellen MacArthur Foundation (EMF) to study the circular economy opportunity for China and its cities.
Bruce is a Cambridge Overseas Scholar, and a Research Fellow in the Sydney University. In 2013, he received the Young Green Leader Award, the first-of-its-kind in Hong Kong, launched by the EV Division of HKIE to show appreciation to young engineers who have made contributions to the field of sustainability and environmental engineering. His latest research interest is on energy economics to examine circular economy and resources consumption in global supply chain. Based on his project and research experiences, Bruce recently wrote a book on ‘Smart-Green-Resilient’, published by HKU Press in 2016.
Presentation Title: Planning of smart and climate resilient city in Hong Kong
Abstract
Hong Kong is leading the world in infrastructure development and we have been increasing investment in infrastructure in the past decade. However, more needs to be done to increase the city’s smartness and resilience to cope with structural reforms for economic growth and extreme weather. For example, we have world-class transport operations but we lag behind in providing integrated mobility services; we also have reliable, affordable electricity supply but there is much room for improvement in developing renewable energy. In terms of waste and water, beside the heated debate on such issues as waste reduction, we can explore developing integrated infrastructure for sludge and waste treatment, which serves multiple purposes at the same time. Design and planning cases on what needs to be done to reinforce leadership position in infrastructure development in Hong Kong and beyond.

Biography
Prof. Wang received his B.S. and M.S. degrees in Civil Engineering from National Taiwan University and Ph.D. in Civil Engineering from Georgia Institute of Technology where he received the George F. Sowers Distinguished Graduate Student Award for Ph.D. Students. Prof. Wang is a Professional Geotechnical Engineer in Taiwan since 1996. Currently, he is Professor and Associate Department Head at the Department of Civil and Environmental Engineering and founder/director of Data-Enabled Scalable Research (DESR) Laboratory, the Hong Kong University of Science and Technology. The DESR Lab is a Makerspace, specialized in the applications of Geotechnical Internet of Things (Geo-IoT), Big Data Analytics, and Deep Learning on sustainable urban development and city resilience. In 2005, he received the ASTM International Hogentogler Award. In 2008 and 2017, he received the School of Engineering Teaching Award, HKUST. In 2013, he received the Distinguished Alumni Award from the Department of Civil Engineering, National Taiwan University. He has been invited for Keynote and theme lectures in the international conferences and served as associated editors and editorial board members in different journals.
Title: Vertical AI for Smart and Resilient City
Abstract
Building a world-class smart and resilient city is an endless endeavor of the Hong Kong government. The advent of AI Era enables the feasibility and even accelerates the progress towards this goal. In this talk, we, from the Data-Enabled Scalable Research (DESR) Laboratory of the HKUST, will showcase how the Vertical AI, i.e., from sensor design/deployment, data gathering, building the big data infrastructure, AI-enabled big data analytics, to the semantic integration for a better decision making, can be leveraged to spearhead the development of smart and resilient city.

Austin R. Bryan joined CLP Holdings in May 2016 as Senior Director – Innovation, leading the company’s innovation strategy in the face of challenges presented by digital disruption. He is also a Director of various subsidiary companies of the CLP Group. Austin has been a pioneer of new services and value creation in the digital media sector for the past 10 years and is a globally recognised leader in transforming business activities in the financial and telecommunications sectors.
His experience spans the creation of the first direct banking activities in Germany in the early 1990s, the introduction of virtual customer service platforms for American Express and creation of the first 3G multi-media mobile network in Australia with “3 Mobile”. Most recently he was Vice President of Strategic Innovation at Singtel Optus, in which he led the acquisition of major digital media projects and created a US$1 billion digital media business developing and implementing new digital products and services.

Biography
Wilson holds a Bachelor degree in Electrical and Electronic Engineering from the University of Hong Kong and a Master of Business Administration degree from the Chinese University of Hong Kong. He started his engineering career as a Graduate Trainee of the Hongkong Electric Co., Ltd. in 1992. He is currently the Head of Technical Services of The Hongkong Electric Co., Ltd (HK Electric), responsible for the reliable operation of the communication systems, power system protection, SCADA system, loss prevention and technical training of HK Electric for supporting the world-class electricity supply reliability.
Wilson is the Deputy Chairman of the Electronics Discipline and the Chairman of the Electronics Division of the Hong Kong Institution of Engineers. He is a Fellow Member of the Hong Kong Institution of Engineers. He is also member of a number of technical committees including the Technology Voucher Programme Committee and the Expert Review Panel of the Hong Kong R&D Centre for Logistic and Supply Chain Management Enabling Technologies.

Biography
Dr Limin Zhang is Chair Professor of Geotechnical Engineering, Director of Geotechnical Centrifuge Facility, and Associate Director of GREAT Smart Cities Centre at the Hong Kong University of Science and Technology. His research areas include geohazard risk assessment and management, foundations, multiphase flows and centrifuge modeling. Dr Zhang is Vice Chair of the International Press-In Association, Chair of TC210 on Embankment Dams of the International Society of Soil Mechanics and Geotechnical Engineering, and Chair of ASCE GEO-Institute’s Risk Assessment and Management Committee, Editor-in-Chief of International Journal Georisk, Associate Editor of ASCE’s Journal of Geotechnical and Geoenvironmental Engineering, and editorial board member of several other journals.
Presentation: “Digital Hong Kong” multi-hazard simulation under extreme storm conditions
Abstract
An extreme storm may trigger a large number of flood spots, landslides and debris flows in Hong Kong. The consequences can be catastrophic. To develop strategies to cope with geohazrads induced by extreme rainstorms, a good understanding of the generation and propagation of hazards during a storm is essential. HKUST is in the process of developing a “Digital Hong Kong” multi-hazard simulation platform to evaluate possible hazardous processes in critical rainstorms in the entire Hong Kong. The simulation framework is introduced and its potential use in enhancing the resilience of Hong Kong is discussed in this lecture.

Dr. Shang-Hsien Hsieh

Biography
Dr. Hsieh is a Professor in the Computer-Aided Engineering Division of Department of Civil Engineering at National Taiwan University (NTU), Taipei, Taiwan. He is currently serving as Chairman of Department of Civil Engineering in NTU and Director of the Research Center for Building & Infrastructure Information Modeling and Management in the Department. He is a member of Board of Directors of the International Society for Computing in Civil and Building Engineering since 1999 and served as the society’s President from 2006 to 2008. He has a wide range of research interests, including engineering & construction simulations, engineering information & knowledge management systems, innovative engineering education, parallel and distributed engineering computing, earthquake engineering and structural dynamics, and object-oriented software development.
Dr. Hsieh received his B.S. in civil engineering in 1985 from NTU, and his M.S. and Ph.D. in civil and environmental engineering from Cornell University, U.S.A. in 1990 and 1993, respectively. From 1993 to 1995, he worked as a Postdoctoral Research Associate in the School of Civil Engineering at Purdue University, U.S.A. He joined the Department of Civil Engineering at NTU in 1995 and had since served as the Chief of Extracurricular Activities Section in Office of Student Affairs, Vice-Chairman of Department of Civil Engineering, and Deputy Dean for Office of International Affairs.
Presentation: From BIM to Resilient Smart City
Abstract
BIM is one of key technologies for building digital infrastructures for smart cities. It has emerged as an enabling technology for civil engineers to better address sustainable issues of today and foreseeable future. Sustainability is an inherent necessity for smart cities. The extreme weather conditions due to climate change have make resilience a more challenging issue for all cities all over the world. Along with the increasingly popular application of GIS, IOT, big data, VR/AR, cloud computing, and AI, BIM has provided better opportunities for smart cities to stay sustainable with sufficient resilience. This talk will discuss how BIM development can enable increased resilience of a smart city.

Prof. KOU Kun Pang has participated the teaching and research in the University of Macau for twenty years. Currently, he is the Head of Department of Civil and Environmental Engineering.
Apart from the academic work, Prof. Kou is also actively participating in professional societies and community services. He is currently the president of Chartered Institute of Logistics and Transport of Macao. During the year 2011 to 2017, he was the Convenor of the Consultative Committee of Traffics of Macau SAR Government. Starting from 2007, Prof. Kou leads a team to carry out the research work in transport engineering and gives the consultant service to the Government of Macao SAR. These consultancy works includes Trip survey of Macao residents in 2009 and 2014, Investigation on Bus services in Macao SAR, Investigation of Parking Policy in Macao SAR. Recently, Prof. Kou leads the team to participate the development of smart mobility in Macao SAR.
Presentation: A study of the development of smart mobility in Macao
Abstract
In the Five-Year Development Plan (2016-2020) of Macao SAR, the idea of building Macao SAR as the smart city was firstly introduced as one of the top-level planning. In the following Policy Address of the years 2016, 2017, 2018 and 2019, the development of smart city was reported and planned as a key part of the document. Together with the national policy, The Greater Bay Area, the progress of the work of smart city in Macao SAR became one of the top priorities of the city. Among all aspects of a smart city, smart mobility is the second-to-none part. This study aimed to evaluate the feasibility of the implementation of the smart mobility strategies from the perspective of all stakeholders such as the residents, visitors, industries and government. In the study, in-depth interviews has been carried out with the all mentioned stakeholders to collect the conception of smart mobility, expectation from the smart mobility and difficulties in the implementation of the smart mobilities. Together with the social condition such as the population and resources of Macao SAR, the result concluded valuable suggestions to the decision maker in the work of smart city.

Dr. Morgan Yang is a vice president of Civil Infrastructure and Global Delivery Center, Greater China, AECOM. Dr. Yang has over 30 year experience in the research, planning, design and construction management in civil engineering. He specializes in urban development, railway transit, TOD, bridge and tunnel engineering with unique global expertise in the planning, design and programme management of large scale infrastructure projects. Dr. Yang has published over 60 technical papers in journals and proceedings.
Morgan is a registered engineer in Hong Kong, a member of Hong Kong Institution of Engineers, a chartered engineer in UK and a fellow of Institution of Material, Minerals & Mining. Dr. Yang received an outstanding alumni award from Hong Kong University of Science and Technology. Dr. Yang has been appointed as an external academic advisor for the City University of Hong Kong and Hong Kong Open University. Dr. Yang is a member of Industry Advisory Committee for RMIT University.

Biography
Dr. Kenneth Tang is currently Adjunct Associate Professor of the Department of Urban Planning and Design, the University of Hong Kong (HKU) teaching Urban Planning and Geographic Information System (GIS) courses at undergraduate and postgraduate level. Dr. Tang has extensive professional experiences in the areas of Strategic Planning, District Planning and application of GIS in urban planning.
He renders professional services by serving on a number of professional bodies, notably as Immediate Past President of the Hong Kong Geographic Information System Association (HKGISA); Chairman of the Spatial Data Infrastructure (SDI) Committee, Smart City Consortium (SCC); Board Member of the CE3 Foundation; Fellow of the Hong Kong Institute of Planners (HKIP) and Chief Editor of the HKIP Journal “Planning and Development”.
Dr. Tang obtained his Master degree in Urban Planning and PhD in GIS from HKU.
Presentation: Application of Technologies for Smart Land Use Planning
Abstract
The objective of the Town Planning Ordinance (TPO) is “to promote the health, safety, convenience and general welfare of the community by making provision for the systematic preparation and approval of plans”. All along, the Town Planning Board (TPB) and the Planning Department (PlanD), executive arm of the Board, have strived to achieve this objective through effective and efficient administrative measures operated under this Ordinance.
In the planning process, adoption of appropriate ICT technologies is needed for carrying out relevant tasks. These include but not limited to analysis of baseline condition, identification of Strength, Weaknesses, Opportunities and Threats, formulation of alternative development options, public engagement and recommendation of development plans.
Recently, the pace of adoption has increased dramatically mainly due to the advancement of technologies in the areas of Geographic Information System (GIS), Building Information Modelling (BIM), Artificial Intelligence (AI), Wireless Technology, Internet of Things (IoT) and Spatial Database Infrastructure (SDI), which are the essential tools for smart land use planning.
In this presentation, the significance and role of different types of advanced technologies employed for land use planning will be thoroughly discussed. Successful overseas case studies will be used to highlight the key factors, current challenges and future outlook of smart land use planning.

Biography
Professor Hong K. LO is Department Head and Chair Professor of Civil and Environmental Engineering and Director of GREAT Smart Cities Center of the Hong Kong University of Science and Technology. He has published extensively in the transportation literature and was selected as one of the Most Cited Researchers in Civil Engineering in the Academic Ranking of World Universities (ARWU) 2016, and was awarded the prestigious triennial World Conference on Transportation Research (WCTR) Prize in 2001. Professor Lo serves as Founding Editor-in-Chief of Transportmetrica B: Transport Dynamics, Managing Editor of Journal of Intelligent Transportation Systems, and on the editorial boards of many international journals, such as Transportation Research Part B, International Journal of Sustainable Transportation. Locally, he was a Member of the Transport Advisory Committee (TAC), and is currently Vice-President of the Hong Kong Society for Transportation Studies, a Member of the Independent Review Committee on Hong Kong’s Franchised Bus Service. Prof Lo has been appointed as Justice of the Peace (JP), and is a Fellow of The Hong Kong Institution of Engineers (HKIE), Fellow of the Chartered Institute of Logistics and Transport (CILT), Fellow of the Hong Kong Institute of Highway and Transportation (IHT), and Fellow of the Hong Kong Society for Transportation Studies.
Presentation: Smart Transport in a GREAT Smart City
Abstract
Recently, we proposed five GREAT attributes of a smart city, namely, Green, Resilient, Empowering, Adaptable, and Transformative: (1) Green: city planned with due considerations for life-cycle environmental impacts, natural resources consumption (e.g. air, water, energy, materials) and wastes generation and treatment; (2) Resilient: city developed with infrastructure capacities and system redundancies to manage disruptions without severely affecting their essential functioning; (3) Empowering: city designed for people, empowering wellbeing, efficiency, innovation, and productive partnerships; (4) Adaptable: city designed with their infrastructure and systems adaptable to changes in new technology (e.g. autonomous vehicles) and global warming; and (5) Transformative: city designed for empowering their institutions and citizens to define and reposition their growth directions and strategies. In this presentation, we discuss the broad concept of a GREAT smart city, and what it means for the specific context of smart transportation, with specific examples of what smart transport can achieve.

Biography
Prof. Shi is Chair Professor in GISci and remote sensing, Head of Department of Land Surveying and Geo-Informatics, Director of Laboratory for Smart City and Spatial Big Data Analytics, The Hong Kong Polytechnic University. He obtained his doctoral degree from University of Osnabrück in Vechta, Germany in 1994.
Prof Shi’s current research interests are in the areas of GISci, remote sensing and urban informatics, with focusing on analytics and quality control for spatial big data, object extraction and change detection from satellite images and LiDAR data, integrated indoor mapping technology, 3D and dynamic GISci modelling, and Smart City applications .
Prof Shi served as President of Commission II for International Society for Photogrammetry and Remote Sensing (2008-2012), President for Hong Kong Geographic Information System Association (2001-2003). He also serves as an editorial board member for a number of international journals. He has published more than 250 journal articles (with 190 SCI papers) and 15 books. He received a number of prestige awards, including an award from International Society of Photogrammetry and Remote Sensing and Natural Science Award from the State Council, China.
Presentation Title: Innovations in Smart Cities Development
Abstract
Currently, urban is facing to huge challenges, including housing, spatial infrastructure and environment which are evident in metropolitan cities like Hong Kong. Urban-Informatics is one of the most important emerging and evolving research topic with significant importance to the smart city development of Hong Kong and other megacities elsewhere.
This presentation will firstly explain Hong Kong’s great potential to be an international leading innovation center in Urban-Informatics, by synthesizing existing research strengths related to urban geo- informatics, including GIScience, remote sensing and satellite positioning, urban planning, urban policy and geography, urban and regional studies.
This presentation will then discuss a key enabling platform for the multiple-disciplinary research – an integrated three-dimensional geodatabase framework for complex urban environments. The framework is a standardised 3D City Model covering indoor / outdoor; above- / under-ground geometric, topological and semantic modelling for smart cities. The framework serves as a common platform that facilitates effective geo-spatial data integration and smart city application developments. The presentation concludes with the latest researches conducted on the framework covering full range of smart city solutions namely smart environment, smart mobility, smart government, smart people and smart living.

Alexis Lau | Professor, Department of Civil and Environmental Engineering; Professor, Division of Environment and Sustainability; Director of the Atmospheric Research Center; Associate Director, Institute for the Environment; The Hong Kong University of Science and Technology, Hong Kong.
Prof. Lau's research specializes in air quality and health exposure, weather and climate, and his techniques include analysis of large-scale geophysical datasets, numerical models, and in-situ and satellite remote sensing. He has published over 100 peer-reviewed journal articles and served on a number of green groups as well as many government committees in Hong Kong, including the government’s Central Policy Unit. Internationally, he is member of the Scientific Advisory Group of the World Health Organization Panel on the development of a Global Platform on Air Quality and Health, and an expert member of the Environmental Sustainable Transport Program of the United Nations Center for Regional Development.
Presentation: PRAISE-HK - Smart-City Air Quality and Health Exposure App for Hong Kong
Abstract
Air pollution risk is particularly high in densely populated cities, such as Hong Kong. Severe regional emissions, heavy traffic, high population density and packed city morphology with deep street canyons often combine to create a shroud of pollution over HK. An earlier study by Hong Kong University, Chinese University of Hong Kong, HKUST and Civic Exchange noted that air pollution was associated annually with over 1,600 deaths, 64,000 hospital bed-days, 6.8 million doctor visits and HK$20 billion in medical costs in Hong Kong. Unfortunately, for most people in Hong Kong, when asked what they think they can do in case of a severe air pollution episode, most people are resigned to the belief that there is not much the average person can do to protect themselves against exposure to harmful air pollutants.
To protect oneself in case of a severe air pollution episode, one must have good understanding of the pollution exposure during a typical day, including where and how does one get the largest dose of harmful air pollutants. Currently, such detailed air quality and exposure information is not readily available for the public, and hence it is difficult for them to consider taking appropriate actions or modifying their activities to reduce the exposure to the harmful air pollutants.
In this talk, we shall describe the development of a smart-city mobile app that can provide users with personalized air population health risk information down to street level. By leveraging the rapid development of microenvironmental sensor technologies, computer modeling, big data analytics and widespread use of GPS-enable mobile devices, this system shall provide real-time air quality information down to street-level in Hong Kong, as well as quantitative estimates of air pollutant exposure for users in Hong Kong. We envision that residents and community groups can use the system to get quantitative information about the air quality variations in their neighbourhood. Information is power. People can make their own decisions in lifestyle or daily activities (e.g., time, routes and transport modes, and the ventilation system of their homes and offices) when they understand the differences in pollutant exposure depending on the choices they make.

Presentation: A Brief Introduction to Smart Cities Based on Digital and Big Data
Abstract
When we refer to a smart city, we know that they use digital technology to connect, protect and improve the lives of the citizens. In various digital technologies, Location Base Service plays an important role. LBS is now creating a new dimension to the way cities operate in the AI era. A common example is the GPS which is based on the outdoor LBS system.
Our company, Compathnion Technology, is comprised of core teams from Hong Kong University of Science and Technology, and we believe that indoor LBS still has many valuable spaces to develop and to explore. Accordingly, we developed Wherami, an indoor localization and navigation product.
By using various handheld sensors, Wherami has high accuracy and it is already successfully applied to multiple large-scale projects. Currently, Wherami service can be found in more than 100 sites in Hong Kong and mainland China. Its applications include smart cities, social networking management and marketing projects at places such as shopping malls, hospital, campus, property and facility management; most of these applications are closely relevant to our daily life.
For instance, shopping malls, most notably Harbour City - a major shopping mall in Hong Kong - use Wherami to track their customers and their in-store behaviors. By integrating business intelligence analysis, these malls will be able to improve their operational efficiency and their customer service. Meanwhile, consumers can use Wherami for indoor navigation as digital guides to their favorite brands and restaurants. This new tech can also facilitate property and facility management by predicting human traffic flow and assisting crowd control.
By combining LBS with data analytics and smart city AI, we aim to build an offline big data ecosphere and thereby improve the life quality to our citizens, government agencies, businesses and every member of our society through mobility, connectivity and safety services.

Biography
Prof. WU is a policy scientist with a strong interest in the linkage between policy analysis and public management. Trained in engineering, economics, public administration, and policy analysis, his research seeks to make contribution to the design of effective public policies in dealing emerging policy challenges across Asian countries. His research interests include policy innovations, water resource management, health policy reform, and anti-corruption. He has consulted for the World Bank, the Asian Development Bank, UNEP, International Vaccine Institute, and numerous government agencies on a variety of topics, such as infrastructure planning and development, environmental and social impact assessment, design and implementation of randomized control trials (RCTs), and Public-Private Partnership. Prior to joining HKUST, he held a faculty position (2001-2015) at the Lee Kuan Yew School of Public Policy in the National University of Singapore, while serving as the Director of the Institute of Water Policy. He had also worked as a lecturer in Renmin University of China (1988-1992) and a survey specialist at the World Bank (2000-2001).

Ir Francis LEUNG is a professional engineer with 30 years of experience in structural engineering. Since his graduation from The University of Hong Kong in 1988, he has been working in contractors and consultants in Hong Kong with projects in HK, China and various countries including Dubai. Ir LEUNG attained wide range of experience in both buildings and civil projects. He is a Registered Structural Engineer in HK since 1996. He has obtained Grade 1 Registered Structural Engineer in China since 2001. He is now Fellow Member of The Hong Kong Institution of Engineers in the Structural discipline.He was the Associate Director of New World Construction (NWCON), the construction department of New World Development. His role in NW Construction is to realise the vision using BIM to transform the construction process and advance the quality and management of the company. In NWCON, “Full BIM” is added to our business plan by 2017 for all new projects. We have now had all new (more than 20) projects in “Full BIM”. All staff are trained for the mindset change to equip BIM in their daily life. BIM becomes an integral part of our project management. With the combined effort of BIM and MIS departments which are both under my supervision, we have developed our web-based platform, Construction Information Anywhere (CIA) for the centralised management all construction information including those from BIM for the use of project participants. Before joining New World Construction, he was the Director / Head of BIM of WSP Hong Kong Limited responsible for his established BIM Department and the structural engineering team for building projects. With the role of Head of BIM, Francis established BIM team since he joined in 2007. The team provides state-of-the-art support to engineering design, project management as well as construction management using the latest technology of Building Information Modelling (BIM) customised to our unique technique and workflow. With the specific skills and experience in BIM, WSP provides BIM Consultancy Services to selected clients, in particular developers and project management teams.Since 2005, Francis has been putting a lot of effort in BIM. He is the Founding Chairman of The Hong Kong Institute of Building Information Modelling which was established in 2009. He is also an expert in one of the most popular BIM software in the region, Autodesk Revit. In New World, Ir LEUNG has a BIM team of 60 staff with 6 in Shanghai and the rest are in HK. Dennis P.Y. Kwan has 6 years IT management experience, he has hands-on experience in solution development and had participated in many large-scale projects.
Over the years, Mr. Kwan has been enthusiastic about conducting research in the applications of RFID Technology, Location-based Services / Indoor Positioning, Bluetooth Low Energy, Energy Dashboard and Mobile Computers. In 2006, he studied in The Hong Kong Institute of Vocational Education (IVE) for the Higher Diploma of IT for Logistics. Having the research and development on RFID application in supply chain and logistics with outstanding result, he was honoured with the award of a scholar of Alistair Harvey Foundation Scholarship 2009 organized by Vocational Training Council (VTC) to gain a free further study in United Kingdom for two years to pursue the Bachelor Degree in Computer Information System. In 2011, he graduated with first-class honours and was awarded the Deloitte Prize, Computer Science Departmental Prize, and Liverpool Graduate Association (HK) Scholarship at the same time for the outstanding academic performance.
Since 2012, Mr. Kwan aims to enhance the research quality of IVE students, he has conducted numbers of Final Year Project with students for researching different approaches to implement the architecture of Internet-of-Things’ info-based querying, UHF RFID Tags Bulk Encoding Optimization, Mobile App Enhancing the Social Skill of Autistic Children, and also Human Motion Detection for Walking Through a Virtual Building.
In collaboration with the Department of Computer Science and Engineering (CSE) the Hong Kong University of Science and Technology (HKUST), he is conducting the research on big data handling for Internet-of-Things domain in 2013. It aims to shape a query engine to efficiently fetch target result from a big-data pool.
In Addition to his solid academic records, Mr. Kwan has also won a number of awards in different innovation competitions. Examples of these outstanding awards include: Merit of Hong Kong RFID Awards 2009 U-21 Award, Hong Kong ICT Award 2013, Hong Kong RFID Award 2013 and Walk21HK Award 2016.
Mr. Kwan has been following the company vision - “Extend Interactive” for years. Since 2014, QBS has co-founded a joint venture company - Cafe X Technologies and assigned Mr. Kwan as CTO to further move forward the application of Internet of Things into another level. Through the integration of Software and Hardware, Mr. Kwan built and led a team to implement a Robotic Cafe with sensor technologies such as Bluetooth, and also the scalable & extensible Cloud-based systems.
Equipping with strong capabilities of the entire team of QBS, Mr. Kwan is leading smart region / city applications development in Hong Kong Science and Technology Parks; meanwhile Mr. Kwan keeps enthusiastic to pursue a new startup – Instajuice cold-pressed juice smart vending.

Abstract
Mr. Dennis Kwan, CEO from Youguo Technologies Limited, will share his insights about the Smart City with Startup Journey. He will explain the Smart City concept, and how the Internet of Things (IoT) is one of the key enablers for the development of a Smart City. Moreover, his keynote includes an analysis of Hong Kong its challenges and constraints in being a leader and innovator in terms of a Smart City. He outlines several cases of the Hong Kong Smart Region that is being developed to overcome these challenges and constraints. Mr. Kwan has the conviction that for the development of Smart Cities an inclusive role of institutions, shared governance of programs and projects with the largest possible range of stakeholders is necessary. Hereby startups have to play an active role. He substantiates this opinion by showing cases which have already helped in the development of Hong Kong into a Smart City.

Biography
Ir. Queenie Chan graduated from The University of Hong Kong with an Engineering discipline. She joined the Hong Kong and China Gas Company Limited as Graduate Trainee upon graduation. She had further study in The Hong Kong Polytechnic University and obtained Master degree of Science in Business Management and she was selected to work in the Managing Director Office as Business Analyst during the earlier employment in Towngas.
She has been working for Towngas for more than 20 years in different areas like Customer Services, C&I Marketing and Customer Installation areas. She was appointed as the Regular Safety Inspection Manager in 2008, supervising a team of hundred colleagues providing on-site inspection to the 1.8 million customers of Towngas. She was experienced with complaint handling and people management. She is currently the Assistant General Manager - Commercial Planning and Development Department to monitor the performances of various functions in the Commercial Division such as gas sales, appliance sales, service performances etc. She assists Head of Commercial Division to determine strategies on different areas including marketing & sales or customer services to ensure the sustainability of business growth and ensure safety standard can be met and quality services can be delivered to our customers. She assisted on the implementation of various e-initiatives for the past few years including customer services mobility systems, Towngas Chatbot system using artificial intelligence and Installation intelligence system to meet the e-trend in Hong Kong.

Wilson Shum is co-founder and CEO of SCALE InnoTech Limited, an EdTech startup offering innovative solutions for STEM Education, and a member company of the Incubation Program at HKSTP. He is also serving as board member of Link Charitable Foundation, an NGO promoting social inclusion of elderly and students with Special Education Needs.
Wilson has over fifteen years of R&D and product management experience from the Hong Kong Applied Science and Technology Research Institute, Hong Kong University of Science and Technology, multinational media companies, and technology startups. Wilson is a graduate of the Li Po Chun United World College of Hong Kong. He holds a Bachelor of Engineering in Computer Engineering and Master of Science in Information Technology, both from the Hong Kong University of Science and Technology.

Abstract
We live in an interconnected and interdependent world. Owing to a host of technological and sociological changes, communicating rich content across distances becomes much easier, massive amounts of digital information are generated in a non-stop manner, and smart devices nowadays communicate and collaborate with each other autonomously at extremely low costs. All these have led us to a fast changing and increasingly complex world, one that gives rise to challenges to our future that requires a paradigm shift to our approach of problem solving and how we educate the next generation.
In this talk, the speaker asserts that STEM education plays a key role in the future success of Smart City. He would share his vision on what STEM Education is about, why it matters, and how do we prepare our students for the problems of tomorrow, what we do to nurture the smart citizen of the future.
Dr. Yong-Jun Lin

Biography
Dr. Yong-Jun Lin received Bachelor degree from National Cheng Kung University and graduated from National Taiwan University with a Ph.D. degree in 2000. The climate change impact on hydraulic structures also aroused my interest. The downscaling rainfall estimations of future scenarios are used for evaluation of levee safety of Kaoping River and Libian in southern Taiwan.
His research also aims at flooding simulation system by ensemble rainfall forecasting which is collaborated by New Taipei City, NCDR, and other institutes. Other research topics include risk maps (flooding, earthquake, tsunami), rainfall triggering landslides, disaster resilience community and smart platform.
Presentation: Applying Ensemble Rainfall in Water-related Disasters in a Smart City-an Example of New Taipei City
Abstract
An all-hazard Emergency Data Platform (EDP) is established in New Taipei City. This platform aims at data merging from all agent monitoring data, scientific simulations, and decision support based on SOP. It’s a multi-year project. Phase I aims at collection all types of disaster data, and Phase II aims at building forecasting modules. At last, the decision support functions are conducted in Phase III. Now, it’s in the middle of Phase II. The water-related disasters modules are developing now. Using ensemble rainfall, a river flooding warning system, an urban real-time 2D flooding simulation system, and a landslide forecasting system are developed.
EDP’s objectives include visualization, decision support, and application services. For visualization, color-coding disaster spots display on it with major and normal events. Statistics and clustering of those spots are also shown. Real-time rainfall and alerts for possible flooding spots in the urban area and reported disaster spots are visualized. The water surface levels in the river and CCTVs are also integrated into EDP. The potential debris flow layer and UAV images of them are also collected. In the future, different types of disaster simulation modules will be built in EDP.
