HKUST GSCI and Wong Tai Sin Police Launch Smart Traffic Project

The collaborative project uses the Dynamic Intersection Signal Control Optimization (DISCO) System to tackle a 50-Year Traffic Problem

On 19 Aug 2025, the GREAT Smart Cities Institute (GSCI) the Hong Kong University of Science and Technology (HKUST) proudly launched the Wong Tai Sin Police Smart Traffic Project in partnership with Wong Tai Sin District Police. Held at the East Kowloon Headquarters, this significant event brought together key stakeholders, including Prof. LO Hong Kam, Dean of Engineering and Director of GSCI at HKUST; Dr LAW Yuet Wing, Regional Commander of Kowloon East, Hong Kong Police Forceand Mr. WU Kui Wah, JP, District Officer (Wong Tai Sin), Home Affairs Department.

The Wong Tai Sin district has long faced a surge in traffic congestion, especially in the San Po Kong area, which is a busy commercial hub. The initiative, which began in early 2025 as a collaborative effort with Wong Tai Sin Police, aims to leverage advanced technology to enhance traffic efficiency and reduce pedestrian waiting times.

Along with extensive fieldwork, our research team used the Dynamic Intersection Signal Control Optimization System (DISCO), and traffic micro-simulation model to analyze driving and parking habits and effect of traffic signal. This research identified kerbside parking, road design, and traffic light timings as the main causes of congestion in the area. The system then simulated various traffic control measures, in terms of traffic police deployment plan, and traffic signal timing plan, to create effective traffic management strategies.

The two-month testing phase yielded promising results:

  • Increased Traffic Efficiency: Travel delays on Ng Fong Street decreased by over 30%, significantly improving traffic flow during peak hour.
  • Reduced Pedestrian Waiting Times: Average waiting times at pedestrian crossings were shortened, enhancing convenience for all road users.
  • Enhanced Resource Allocation: The need for police officers and traffic supervisors for traffic control dropped by over 85%, allowing for more effective resource deployment.
